International Programs Center AMBASSADOR EDWARD J. PERKINS AFRICA Scholarship 2009
The Ambassador Edward J. Perkins Africa Scholarship was created to facilitate and enhance the development of future leaders who are cognizant of Africa and its importance in matters pertaining to a peaceful coexistence of nations. This endowed scholarship is unique in that it will assist University of Oklahoma students to pursue studies in Africa and for African university students to study at the University of Oklahoma. This fund was established in the memory of the late Marjorie Schenfeld Stewart.
Awards will be given on a competitive basis to qualified undergraduate and graduate students. The amount of each award will be based on factors such as the student’s financial need, estimated program related costs such as travel and living expenses, and the number of approved applicants.
Scholarship applicants must meet the following specific criteria:
1. Junior level standing and a minimum one-year of study at OU by the time of participation.
2. Minimum GPA of 3.0 for undergraduates, 3.3 for graduates.
3. Eligible program destinations are limited to Africa for OU students, and limited to OU for students from African universities.
Recipients will be selected through review of this application and the personal essay. Applicants will be notified of results prior to the end of the spring semester.
Upon program completion, recipients will be interviewed so that their experiences can be shared with other OU students. Program alumni will be invited to assist in various International Programs Center’s activities and program promotion.
IMPORTANT NOTE:
If for some reason you are unable to complete the program, you will be required to return the full amount of your award to the International Programs Center.

The Ethiopian economy remains heavily dependent on agriculture, which accounts for about 50 percent of the GDP. An estimated 85% of the population gains its livelihood directly or indirectly from agricultural production. Coffee exports accounts for more than 65 percent of foreign exchange earnings, while processed and semi-processed hides and skins are the second important foreign exchange earners.
The level of development of the manufacturing sector in Ethiopia is at its infancy; and the country’s industrial base is very low. The share of intermediate and capital goods industry is very insignificant. The industrial sector is heavily dependent on imports of semi-processed goods, raw materials, spare -parts and fuel. In addition to imported inputs, the factories depend upon backward and subsistence agriculture for their raw material demand.
It is only fourteen years since Ethiopia began moving from a state run economy to the market economy. The country is in the process of taking various reform measures.
The industries include food processing and beverages, automotive industries which include production of components and parts, textile and textile products and garments, leather and leather products, fertilizers (mini-Plant) and chemicals, drugs and pharmaceuticals are some among others.

The government has initiated a privatization program since 1995/96. Since this period of time, 85% of 909 factories have been privatized. However the number of manufacturing industries at the verge of the EPRDF led government was 283 operating only 20% of their manufacturing capacity compared with 70% currently.
The government uses different mechanisms to guide the economy on the right track which lead it to the way of development. Among the others, helping the private sector to be the leader in the free market economy is the crucial one. The Development Bank of Ethiopia provides long, medium & short term loan with technical supports for privet sector on behalf of the government.

I must say that the majority of the academic students in Africa, Europe and USA do not seem to have academic interests in Africa and its under your organizations such as world scholarship forum where such research should get funding, where we should begin to explore this holistic African journalistic developments that I saw engagement with my country’s quest for democracy and freedom of press, and how we can use the role of the media to achieve the millennium development goals in Sub-Saharan Africa, where the context of globalization and digitalization, the role of journalism remains a popular communication tool and a service that attempts to influence public opinion-create consensus, strengthen democracy and above all create a diversify community. In fact, I felt stimulated because I have worked as a journalist and still continuing with the spirit, working with issues of socio-economic, political and cross cultural issues for the good of Africa.
Coming from Kenya where throughout the period of its political independence, Kenya has had a fairly limited experience with competitive multi-party politics. The first was the short-lived experiment with political pluralism from independence in 1963 to the “Little General Election” in 1986. The second began in the early 1990s and included the multi-party elections of 1992 and 1997. In both periods, ethnicity has emerged as the single most important factor in political competition. Political activity since the renewal of competitive politics in 1992 has seen the recognition of ethnicity, ethnic mobilization and ethnic conflict as the main instruments of political contestation. Political parties have been organized along ethnic identities and state-power aggressively contested on the basis of mobilized ethnicity.
However, the African ethnicity has thus become the medium through which class politics is mediated. It is argued that ethnic clashes, which have characterized much of the period of multi-party politics, are not tribal conflict in the periodical sense; rather, these constitute politically organized conflicts orchestrated to achieve short and long-term political, and ultimately economic, disadvantages. Some of this ethnic cleansing has been also geared as a form of revenge over the killings and assassinations of certain radical politician to tame given communities. In Kenya for instance, the 2007 spiral of post election violence, the killings, displacement and wanton destruction of property have reached catastrophic levels, all this has been blamed on our African leaders, whom have struggle to make the African continent to be depicted as the home of corrupt governments, helpless people ravaged by poverty, hunger, diseases, and war. So far we have to reckon that African problem has got nothing to do with, or little to do with imperialism or racism. They have more to do with bad leadership.
Most African countries are now apart due to civil wars, ethnicity, and the Kenyan post election violence over the disputed 2007 election result which has created true pictures of the indigenous Kenyans. Today we catalogue stories from the regions affected by violence from the horn of African. They sear the heart. They speak volumes about the shrinking capacity of the government to deal with the monstrosity of violence and lawlessness. It paints a sad picture of a government fading in to resolve the current situations of politicized ethnicity, civil war, poverty, hunger etc, having rigged an election, and leaving the people to fight for their own survival. At the moment, the tables of economic ruins in most African cities are awesome down from Harare to Kinshasa, the flight by doctors, teachers and civil servants from areas where they can easily be killed because of their tribe, and the disruption of production and destruction road networks, is symptomatic of a collapsing regime, which Africa is not. Something must be done to stop this generous slide anarchy. Brute police or teargas might not resolve the situation which has been engulf with the powers of wind of political will.
I would find to bring this into my study together with documentary of the post election violence’s in African countries, and how the local people feel the civil war, the ethnic violence or rather tribalism can be diluted in the development structure and leadership, in African war tone countries. In my recent research I have tried to tackle this through a campaign to lobby for independent regulatory of both print and broadcast media, as especially the community radios which were overwhelmingly used to quell and propagate war against fellow community in Burundi, Kenya, Uganda etc. In my research where I have focused my attention on community radios, where there is lack of broadcasting policies and independent regulatory agencies. My aim is to advocate for reform processes both in media, electoral system, and governance etc which is to be credible and acceptable by society must be driven by society itself, but not self seekers, this does not happen in Africa.

prone area ,flood,famine and confilict sensitive area between tribes on limited natural resourse
like grazing land .pastoralist society is rearing cattle ,camele,goat,sheep etc and follow their
animals during drought and other risk related time along distance from thier residence (not stable )
they are mobile depending on weather condition .the community of pastoralist is more of illiterate
.therefore the regional government (Oromia) is trying the best (endeavour)to reduce poverty and
illiteracy .In general the Ethiopian Federal Government is working hard to eliminate poverty from
the country in which Agricaltural lead industralization is feasible to over 85% population is in
rural area .because of this it is very essential to increase number of educated person to minimize
the problemes mentioned above in the country .therefore ,I am very eager (very keen) to upgrade my
education to master in veterinary medicine or related field to help the poor society (pastoralist
),my poor family and my self .hence ,I am politely requesting your help to hand me (assist)in
offering me achance of getting post graduate study for 2009 academic year in which fully funded
