In a whirlwind tour of U.S. higher education institutions, Kapil Sibal, India’s education minister, discussed challenges to expanding Indian higher education and described his vision of what he terms “a paradigm shift in our long-term collaboration,” according to the Chronicle of Higher Education. Among many goals, Mr. Sibal expressed a desire to develop a “new India-U.S. education council” before Indian Prime Minister Manmohan Singh visits the U.S. later this month.
