PhD position available at UNESCO-IHE:In collaboration with Eduardo Mondlane University in Mozambique and Komati Basin Water Authority in Swaziland

Recently, an interdisciplinary research project was approved by the UNESCO-IHE Partnership Research Fund (UPaRF), which will be carried out by UNESCO-IHE Institute for Water Education (Delft, The Netherlands), Eduardo Mondlane University, University of Kwazulu-Natal and the Komati Basin Water Authority.

The title of the project is “Risk-based operational water management for the Incomati River Basin (RISKOMAN)”. With this project one PhD position is available. If successful, the PhD degree will be awarded by Delft University of Technology in the Netherlands.

Project description

In heavily committed basins with many different water use(r)s located in different riparian countries strong interdependencies exist, whereby water allocation decisions have important economic, social, environmental and political consequences. Decision-making involve difficult tradeoffs, for which decision-support tools exist that are frequently based on optimising an economic objective function subject to constraints representing, among other things, hydrological processes. Large variability of rainfall, both within and between years, leads to even larger variations in river flow and adds uncertainty to the water allocation equation.

The proposed research aims to assist water managers and stakeholders in identifying, implementing and continuously adjusting efficient allocation policies in a dynamic and uncertain hydrologic environment. Thereto, an innovative policy support system will be developed that integrates the physical, social and economical dimensions of the allocation problem while explicitly considering the hydrologic and climate uncertainties. This policy support system will improve the quality of information upon which managers can develop hedging strategies in order to reduce the risk exposure of the various water users. This policy support system will be developed and tested for one particular river basin, namely the Incomati river basin.

PhD Project: Allocation policies

The PhD student will adapt an existing integrated hydrologic-economic model for the Incomati, and using that model develop allocation policies at the river basin scale. More specifically, the PhD student will be responsible for:

  • Collecting data on: water uses and users, water demands, institutions, environment and economy of the Basin.
  • Integrating the knowledge from the various disciplines involved (water resources, hydrology, economy) in order to design suitable policy instruments based on water transfer and efficient allocation and the need to address weather-related risks
  • Design and then analyze the performance of various policy instruments for exchanging compensation in a risk-dynamic environment (weather-related risk)

The allocation model seeks to maximize the basinwide benefits associated with the operation of the water resources system along a given planning period of several years. The integration of the hydrological and economical components is made possible by the ability of the optimization algorithm to handle large problems, i.e. problems involving large numbers of alternatives and constraints. The optimization model will identify interregional and intersecoral allocations and prices which would emerge from hypothetical water markets.

This study will be supervised by Prof. Pieter van der Zaag, Dr. Amaury Tilmant (both UNESCO-IHE), Dr. Dinis Juizo (Eduardo Mondlane University) and Dr. Enoch Dlamini (KOWBA).

The following applies to the PhD position:

  • The PhD research will be carried out in a so-called “sandwich construction” with different phases at UNESCO-IHE in the Netherlands and field research in the Incomati basin (with regular contact with the supervisors).
  • The PhD position is funded with a fellowship for which NUFFIC regulations apply.
  • Applicants with strong quantitative skills and M.Sc. degrees in water resources management, water resources engineering and water resources economics will be considered.
  • The applicant must demonstrate a strong interest and experience in conducting interdisciplinary research.
  • The applicant should be willing to co-supervise MSc research projects.
  • The applicant must be fluent in English.
  • Preferred country of citizenship of the applicants is Mozambique, South Africa or Swaziland.
  • Work experience in relevant fields of studies is desirable
  • Starting date: January 1, 2009, for 4 years
