Hi all,

I am an Post-graduate in Computer science from India and want to do PhD in computer science from some good foreign university (USA,Germany,Canada,UK etc.). I have very good academic record. I have completed my post-graduation with 86% and Graduation (B. Tech) in Computer Science with 84%. As part of my thesis work in ME, i have designed 2 new fault-tolearnt Multi-Stage Interconnection Networks. Please help me, how should i contact the professors of universities to persuade them to become my guide for PhD. Also, is GRE/TOEFL necessary for PhD ? i will be very thankful for your advise.

I completed my M.Tech – IT just last month from India.
I got my B.Sc Computer Science from Ghana in 2006.
I want to quickly develop on this with a PhD before I settle down finally in Ghana to put into action all that I have learnt. My aim is to join hands with the other IT professionals to embark on a nationwide networking and data backup project that will greatly increase the efficiency and reliability of our system. We can start with the Health or Security Service.
