i am post graduate student IITKharagpur. India,and my specialization is Structural Engineering ,I have complete my Btech in civil Engineering from Jalpaiguri Govt. Engineering College,
I want to complete my phd in civil engineering field in abroad please inform me the following ..

1. which university in best in civil Engineering field?
2. what should be the GRE score to get addmission on that university ?
3. what is the scholarship amount ?
4. scholarship amount is sufficient for expenditure ?
