PhD student positions in Nanoelectronics
The newly formed Laboratory of Nanoscale Electronics and Structures at the EPFL School of Engineering (STI) has several available PhD student positions. Highly motivated students will have an opportunity to work on the design, processing and characterization of novel nanoelectronic devices.
Requirements include a Master’s degree in electrical engineering, physics, materials science, microtechnics or a related discipline. Proficiency in spoken and written English is also required. Previous experience in cleanroom processing, electron microscopy or instrumentation programming is a plus.
Candidates are invited to send a CV including a brief description of research experience and the contact information for two references by e-mail to Prof. Andras Kis (andras.kis@epfl.ch).

I am looking for a PhD studentship in electronics and communications engineering field , my research interests include VLSI , nanoelectronics, CDMA, wireless communication , biomedical engineering, and Encryption/decryption
i prefer USA chances.

In USA, most of the PhD positions are funded by the teaching or research assistantship. So to get scholarship for PhD in US, you need to get accepted for the graduate program. And to be accepted you should have good GRE/TOEFL scores and well written SOP and recommendation letters. I am sure if you plan accordingly, you will get full funding.
