(A).RESEARCH PROBLEM.
Tanzania like other development countries, has so many problems which are faced the disabled, including poverty, hunger, HIV/AIDS diseases or Health care, Education etc various researches relealed that HIV/AIDS disease is a one motive of poverty and hunger to disabled because AIDS is assassination and cause the loss of productive groups, manpower and is increased the cost of supporting and cares the patients, orphans, widows, burnt and treatments: since detection of the first AIDS Victims in Kagera region in 1983 about two millions of the people has affected with HIV/AIDS, some of thousand people died with AIDS and it is continue to kill our relationship, friends, works employer and loss the National manpower. This situation is a reason of poverty and hunger which faced disabled in our country.
Also the disabled are faced with the problem of Education, because disabled they are not appraised in an education. For Example, there is not and enough schools and specialists teachers for disabled can not reach, and there is not insufficiency teaching materials such as hearing AIDS sets, Dictionaries of sign Language etc. This is a big problem faced disabled in our area.
The economic is constant because we are in free market due to the democracy we have. But economic system still in the hands of few people those they have but small peasants and disabled suffer from extreme poverty due to the fact that they are not involved in decision making about the price of their crops as lack modern tools to conduct their agricultural where by pesticides are not avail able although the can not afford to buy them. This is a big problem faced disabled.

BACKGROUND.
The AIDS as the disease has affected entire world. Tanzania state as another country of the world is inclined to the great poverty which affected disabled from HIV/AIDS disease.
This disease affected the entire world and spread quickly though various ways including sexual and blood diffusion, including polygamous marriage and heritage widows. HIV/AIDS prevalence is high in Nzega District it is 9%.Most of people affected and died; this causes the increase of orphans and widows, the research done by district community development officers Nzega they found about 2000 children have lost their mothers and fathers through AIDS and most of them has 5-20 years old. People affected with HIV/AIDS, most of them aged 15-55 years old which are the productive group;-because-People in this area have lack health education especially HIV/AIDS and other epidemic disease.
-Extreme poverty forced people to involve in sexual especially disabled girls.
-Lack of financial support in this project of health care /HIV/AIDS prevention.
-Indigenous culture and believes.
-Lack of important facilities such as transportation, seminars materials such as overhead projector, Video cassettes, generator, and these tools should be used in this project where by most of people they do not know how to read and write.
-Lack of Health experts in our District.
-Lack of Health experts of sign Language in our area.
HIV/AIDS as a global issue in the world and our area we want to find and alternatives of how to rescue disabled and to alleviate the problem by following topics;-
? To educate the community about the impact of HIV/AIDS to disabled.
? To mobilize the community through seminars to accept good normal and to abolish bad normal for example generator maturation and other normal related to this.
? To containment the community, disabled to form groups of entrepreneurship so as reverup the economically.

(iv). THE PROJECT OUTCOME
The project is targeted to prevent HIV/AIDS and supporting the disabled kinds of deafs living at Nzega District of Tabora region in Tanzania country.
THE OBJECTIVELY VERIFIABLE INDICATORS.
To prevent the HIV/AIDS from 9% to 5%
To increase the productive and manpower
To appraised the disabled in different sectors
(V).PROJECT OUTTPUTS:
The understanding of HIV/AIDS has increased to 50 people of Nzega district of Tabora region in Tanzania country.
25 disabled children has supported in education in Nzega district of Tabora region.
The understanding of sign Language has increased to 30 nurses and doctors
Two groups of deafs has formed and supported in intrapneurship in Nzega district

OUTPUTS INDICATORS
Disabled to involve in productive activities.
Attendance of Nurses, Doctors and other people to seminar
Groups of deafs of entrepreneurship formed.
Project done in groups.
Disabled children supported in Education.

(VI).PROJECT ACTIVITIES.
1. Educating 50 people on the effect of HIV/AIDS and how to prevent.
2. Educating 30 Doctors and Nurses on the sign Language in order to make communication with deafs.
3. To support 25 disabled children in Education.
4. To support two groups of deafs intrapreneurship.
5. Evaluation and monitoring.

VII.EVALUATION PROCESS
We will evaluate and monitoring the project activities through the following ways:-
*Inner Circle;- this way will be in the management of organization through the activities programmed and the organization executives in the project that has been achieves the project goals.
*Outside: – This way will be in development of project through organization doctors and stakeholders of development by this indicates;-
? People has Educate on the HIV/AIDS?
? The sign Language has provided to Doctors and Nurses?
? The disabled children has supported in Education?
? The groups of deafs has formed and supported in intrapreneurship?
Also if we will see the project has not good results expected we will find the soarcer of problem and if we will find it we will solve it by participating with the stakeholders.
