PROGRAMME FOR DALIT COMMUNITY DEVELOPMENT ACTVITIES IN KAYATHAR BLOCK OF TUTICORIN DISTRICT
Project Title: EMPOWERMENT OF DALIT COMMUNITY-KAYATHAR BLOCK
SOCIAL PROBLEM OF DALITS: The dalits are considered as low caste people. In most of the villages, where both caste Hindus and dalits are living, they live in a separate place at the edge of the main village. Still the dalits are served tea in separate glasses in the village tea stalls. As per the recent study there are more places where above practice in use.Dalits are denied entry in common temples in a few places. Since dalits have their own worship places, they do not take the above problem a serious one. They spend more money irrespective of their economic capacity to celebrate their temple feasts.
In some villages of a few families is working life long for the caste Hindu rich farmers. Those families are not paid their reasonable wage. Since the social treatment is a kind of suppressive those members will not ask for proper wage. Also simply cannot go to other places for work. A kind of bonded ness is seen in their relationship with the land owners. This sort of system is seen in some part of southern districts. Even some villages of southern districts the cast Hindus are using the dalit woman’s for their satisfaction. Because they think, they are higher caste and the dalits are low caste people. It is their privilege to use their women. They are exploiting the poverty of the dalit families to give money for heavy interest. When the dalit families could not repay their loan and interesting time the moneylenders take the opportunity of harassing the women. They are also afraid of revealing this to others. The dalits could not put an end to the menial jobs they are expected to do in the society.Dalits carrying the death message of caste Hindus to their relatives, digging the pit for burial and doing the related ceremonial jobs are still exist in the area.
Caste based occupational services still in this district. The panda rams perform pujas in upper caste temples. They are also those who make garland out of flowers. Navidar is the barber caste. Vannars wash the cloths of upper castes. None of them renders any of their service to dalits.there has been little protest against such discrimination. The thevers, konars, nadars, Naidus, mingle during social occasions and take food together. Cooking food and water are not accepted from dalits. Though they may eat together in agricultural fields and other work places, there is no question of exchanging their food items. However they eat together in pre schools, high school and colleges where there is no discrimination. Dalits are not permitted to cook in the restaurant in rural area. Upper castes do not visit restaurant run by dalits. In upper caste houses dalits are not employed as cooks. But they are allowed to do other household work.
THE DALIT AND LOCAL LEDERSHIP:
In southern part of Tamilnadu the emergence of several leaders in the dalit caste. Before 1982 there was no common leader for the dalits. It was during 1982 a few youths from the dalit caste came together to form a new forum for their development. The forum was named as “Tamilnadu Oppressed Peoples Front”. After the formation a big rally was conducted by the dalits in the same year to express their strength. That was the time a energetic young person came forward to lead the people. After the emergence of the leader there were a number of attacks on dalit population by caste Hindus in different parts of the district. The dalits could not succeed in consolidating their unity. In the mean time two more persons come forward to help the dalits and lead their struggles. People were also going after those persons with the hope that they would emerge as the real leaders. Finally it was in the year 1996; the police in the name of bomb search mercilessly attacked the dalit village called kodiankulam. Almost all the houses and the household things were damaged in the above operation. The loss of property was estimated more than 2 corers of rupees that time. That attack was the turning point in the life situation of the dalits South districts of Tamilnadu. In order to extend support and solidarity more and more dalit groups in different part of Tamilnadu visited the village and understood the situation. To rescue the people from this grave attack a well-educated committed dalit person came to the scene and extended his help. He became an accepted leader. Now the different pallar [a sub caste in dalits] have now been changed in to political party.
So now a few leaders are there to guide the dalit population. But the tragedy is they are cooped into one or the other local political parties. It is precise that new those leaders cannot stand for the earlier ideologies and lead the dalits. According to the tune of the aligned political party they have to act. So, now also the dalits are disappointed to some extent.
THE TRADITIONAL DALIT ORGANISATION:
In any village where dalit people are living, it is natural one can see a “Community Leader” responsible for their people. His role is to spacify the people and during quarrels making compromise. He may not be aware of their rights of the people. Hence a kind of keeping the people in dark was prevailing in those days. But since 1985, dalits were also able to understand the situation and assert their strength to some extent. Even with all that, they could not succeed to have a districts level federation for their protection. The functioning of the traditional association did not help the dalits to think beyond their local situation.
ATROCITIES ON DALITS:
After a decade of the historical incident the high caste people started exploiting the dalits in different ways such as forcibly giving money for interest, harassing the women and availing the schemes indented for dalits. Due to the growing education dalits also become to understand their problems to some extent. The result of these changes was the development of animosity in the caste Hindus against dalits. The educated youth in some places among the dalits started to move freely and go for their higher studies. This also could not tolerate by the high caste people. In some places the dalits also started questioning the illegal enjoyment of their land. Due to these incidents the high caste people and the politicians developed vengeance on dalits. This has resulted in atrocities on dalits in many places of south tamilnadu. Recently in Udumalpet nearest one village the higher caste groups are served the tea in separate tumbler for dalits. This issues highlighted all over tamilnadu. And some village peoples are don’t walk in the middle street of higher caste streets.
TARGET POPULATION:
1. Village Youths/Caders
2. Woman’s
3. Village Dalit leaders
OBJECTIVE:
A. LONG TERM OBJECTIVE:
To create a just and equitable society were in the human dignity and the human rights of Dalits-Social, econamic, political and cultural-are respected, protected and promoted.
B. OPERATIONAL OBJECTIVES:
• To educate the dalits about their rights to protect the human dignity
• To Inculcate the rights perspective in the youth
• To educate the women on gender equality
• To organize the activists for effective field action
• To disseminate information on dalit rights
• To promote the concept of self help group among the women
• To federate the village based groups/sangams or associations.
• To network with the dalit groups in Block, Taluk and district level.
THE NEED:
The Dalits are different parts of Tamilnadu are suffered and unorganized. The different steps taken during the past two decades for bringing the dalits together and to work for their development, coult not yield positive results. Even now they are scattled, oppressed by caste Hindus, exploited by the land lords and cheated by the politicians. Of course the literacy rate to some extent has gone up among them. But that is not the symptoms for their educational development. As per the recent study it is found that still dalits are ill-treated and the social discriminated in many ways.Inspite of the fact the dalit women work hard in the field and in their family, they are very poorly paid. They are exploited in multiple ways by the landlords, the local men and the contractors. Apart from that the local rich farmers, the moneylenders and the contractors still harass them. It is true now the government has bought about many laws for the protection of dalits. But every day one can see that the rights of the dalits are either violated or denied. Since the dalits are scattered in different villages opportunities to come together for them are less for them.
They could not succeed even in availing the welfare measures indented for them. The awareness regarding the above schemes also does not reach them. The existing dalit organizations are not interested in helping the people to know about all schemes.Dalits have to pay heavy amount as bribe for getting the group house allotted by the government. This is they have to do beyond their capacity. Since the income of the dalits is not sufficient most of the families go to the money lenders for loan to their immediate expenses. This leader to a large number of problems to the people. Most of the families could not pay the heavy interest charged by the money lenders and hence they become victim to them, either they have to loose their house or any other assets or become bonded labourers. This has become a regular practice in that districts.
Having seen all the above problems it is necessary at this moment to educate the dalits on their rights to have a human life. The government is also very much concerned about the life of dalits and hence a number of Laws have been enacted during the past 61 years. Enormous rights are given in those Acts for the dalits.Giving legal awareness is an essential component of this programme.Once they become aware of their rights, it is possible to demand those rights. In all the activities this component should be included to make the dalit to lead a life with dignity. The second step should be towards working for their liberation from the clutches of the money lenders. For this they need to be helped to improve their economic situation. The concept of self help groups can be explained to the people and micro credit system is introduced in the groups. This would help them avoid going to the money lenders. Next the project should be towards generating gender sensitiveness. Both men and women need be educated on gender. They should be also helped to understand the functioning of the society and to work for gender equality. The fourth step should be organizing the dalits and the village level. Already they have the experience of participating in different dalit meetings and forums. This might have given them some idea about the different dalit associations functioning in other places and their achievements. By knowing this the youth or the local leaders may not have taken any decision to adopt a particular strategy to work for the betterment of their people. Now while organizing them into groups or associations they will be also exposed to the local reality through various trainings. The dalits will also gain courage by participating in those trainings to strengthen their unity. Also it is necessary to federate the existing dalit forums and movements in the areas. While participating in the meetings of other forums the dalits will come to know about the problem and sufferings the dalits are facing in the other areas and the strategies they have worked out to improve their situation.
