Heydar Aliyev International Education Grant in Azerbaijan

Eligibility

  • Eligible Countries: Citizens of the following are eligible:

    • Member states of the Organization of Islamic Cooperation

    • Member states of the Non-Aligned Movement

    • Small Island Developing States

    • Countries with common cultural, ethnic, and historical ties to Azerbaijan

  • Acceptable Course or Subjects: The scholarship will be awarded for any subject offered at the participating higher education institutions in Azerbaijan.

  • Admissible Criteria: To be eligible, applicants must meet the following criteria:

    • Must not be citizens of Azerbaijan or have had Azerbaijani citizenship terminated.

    • Age limits (as of September 15, 2025):

      • Below 35 years for Undergraduate and General Medicine programs

      • Below 40 years for Master’s and Medical Residency programs

      • Below 45 years for Doctoral (PhD) programs

    • Academic performance: Minimum GPA of 70/100 or equivalent.

    • Language proficiency:

      • English: Minimum IELTS 5.0 (undergraduate) or 5.5 (graduate) / TOEFL equivalent

      • Or prior education in English, Russian, Turkish, or Azerbaijani language.

    • Submission of complete documentation, including nomination by relevant state authorities.

How to Apply

  1. First Stage (March 15 – May 15, 2025):

    • Submit the required documents to the relevant government authorities (Ministries, Embassies, etc.) in your country.

    • Ensure official nomination before the deadline.

  2. Second Stage (June 1 – June 15, 2025):

    • If nominated, register and apply through the Study in Azerbaijan Centralized Admission Service (SIACAS) at portal.edu.az.

    • Select the admission channel: Heydar Aliyev – International Education Grant Program.

    • Choose up to three specialties at different Azerbaijani universities.

  3. Supporting Documents:

    • Completed nomination form

    • Diplomas and transcripts

    • Medical certificate (including HIV/AIDS, Hepatitis B/C tests)

    • Valid passport

    • CV/Resume

    • Proof of language proficiency

    • Motivation letter
