Fully funded scholarships cover College fees and amount towards maintenance. Sometimes tuition, housing and all type of expenses. Some organizations pay tuition fees and they give stipend, which should cover your basic living expenses. Basically fully funding covers the tuition fee with some aid.

Erasmus Mundus Europe Asia (EMEA) Scholarship Programme: It’s a fully funded scholarship programme open to nationals in Bangladesh, China, India, Nepal and Pakistan who want to learn or work at one of the European partner universities. EMEA is a scholarship programme for students of all levels as undergraduate, master, doctoral and post-doctoral and also for university staff to attain positions academically and administratively. The financial support is  by the European Commission. The next application round is between October 15 and December 1, 2012, if the project receives further funding. Kennedy-Lugar YES Abroad Program (United States) : U.S. Department of State, Bureau of Educational and Cultural Affairs sponsors the Kennedy-Lugar YES Abroad program. It offers full scholarships for up to one academic year to live and study abroad in countries with significant Muslim populations. It is for recent graduates and American high school students in the U.S. Host countries are Bosnia & Herzegovina , Egypt , Ghana , India , Indonesia , Mali (semester only), Malaysia, Morocco , Oman , Thailand , Turkey  . Scholarships cover expenses for program fees, pre-departure and arrival orientations in Washington DC, secondary health insurance, and ensure careful placement with host families that, like you, are eager to share themselves with the world. 55 American students will travel overseas during the school year  2012/13. http://yesprograms.org/yesabroad

Critical Language Scholarship (CLS) Program : Critical Language Scholarship (CLS) is for U.S. citizen undergraduate, Master ’s and Ph.D. students. The institutes provide fully-funded group-based thorough language lessons and structured cultural enhancement practices for seven to ten weeks. The CLS Program is part of a U.S. government effort to expand dramatically the number of Americans studying and mastering critical need foreign languages. Students of diverse disciplines and majors are encouraged to apply. Countries may include: Azerbaijan, Bangladesh, China, Egypt, India, Indonesia, Japan, Jordan, Morocco, Oman, Russia, South Korea, Tajikistan, Tunisia, Turkey, or others where the target languages are spoken. http://clscholarship.org/

Marshall Scholarship: Most prominent award for undergraduates of America. It provides two fully-funded years of study at any university in the UK, with a possible third-year extension in any field of study.
