The Ministry of Education and Science of the Republic of Kazakhstan is calling foreign applicants to participate in the scholarships program and build a bright future at any universities in Kazakhstan.

The study award is open to international students applying for full-time Bachelor’s, Master’s, or PhD programs at Kazakhstani universities. Applicants must be pursuing higher education for the first time at their chosen level and meet academic requirements such as a minimum “good” grade in secondary education for Bachelor’s, or at least a 3.0 GPA (out of 4.0) for Master’s and PhD programs.

The Government of Kazakhstan operates as a unitary republic with a presidential system. The President, currently Kassym-Jomart Tokayev, serves as the head of state, wielding significant executive power, including the ability to appoint the Prime Minister and key government officials. The Prime Minister, Olzhas Bektenov, leads the government and oversees the Council of Ministers. The legislature is a bicameral Parliament, consisting of the Senate and the Mazhilis, responsible for lawmaking.

• Admissible Criteria:
  Applicants must meet the following criteria for each level:

Bachelor’s Degree

• Must be applying to higher education for the first time at this level

• A secondary school certificate with an average grade of at least “good”

• Submit a motivational essay, two recommendation letters, and a completed questionnaire

• Medical certificate (including HIV/AIDS test)

• Documents must be translated into Kazakh, Russian, or English

• Optional: Invitation letter from a Kazakhstani NGO

Master’s Degree

• Bachelor’s or Specialist’s diploma with a minimum GPA of 3.0 out of 4.0 or equivalent

• Language proficiency (one of the following):

  • TOEFL IBT: min. 46

  • TOEFL PBT: min. 453

  • IELTS Academic: min. 5.5

  • German (DSH or TestDaF B2), French (TFI, DELF/DALF B2, TCF ?400), or Chinese (HSK Level 4)

• Motivational essay, two recommendation letters, and completed questionnaire

• Medical certificate (including HIV/AIDS test)

• Optional: Invitation letter from Kazakhstani UNRWA

PhD Degree

• Master’s degree or equivalent with a minimum GPA of 3.0 out of 4.0 or equivalent

• Language proficiency (same as for Master’s)

• Justification for the topic of dissertation in the language of study (Kazakh, Russian, or English)

• Motivational essay, two recommendation letters, and completed questionnaire

• Medical certificate (including HIV/AIDS test)

• Optional: Invitation letter from Kazakhstani UNRWA
