The Global Development Network (GDN) and the European Investment Bank (EIB) have partnered to create the EIB-GDN Program in Applied Development Finance to study the impact of projects in African, Caribbean and Pacific (ACP) countries financed under EIB’s Impact Financing Envelope.

The program aims to fast track the professional development of promising young researchers and research professionals in the field of evaluation and impact assessment.

The Global Development Network (GDN) is a Public International Organization based in New Delhi, India, dedicated to supporting high-quality, policy-oriented research in the social sciences to promote development, working in particular through partnerships, capacity building and networking.

The candidate should have a very good command of English language. Therefore, the application should be written in English.

Scholarship Description:

• Application Deadline: April 30, 2018
• Course Level: Fellowships are available for pursuing research programme.
• Study Subject: Fellowships are awarded in the field of Applied Development Finance.
• Scholarship Award: Each Fellow will receive a stipend of € 15,000 and a research grant of up to € 10,000 to cover all direct and indirect costs of conducting the evaluation. GDN will provide research management, administrative and logistical support.
• Number of Scholarships: There are 10 fellowships available.
• Scholarship can be taken in ACP countries

Eligibility for the Scholarship:

• Eligible Countries: The fellowship is open only to nationals of ACP countries. Applications from Caribbean nationals are especially encouraged. • Entrance Requirements: The Fellowship is open only to nationals of ACP countries. Once inducted into the program, Candidate Fellows will be assigned projects from EIB’s investment portfolio in these countries. There will ideally be a match between the investment geographies and the residencies of the researchers, which may be a factor in the selection of the researchers. While EIB will make every effort to match location with project assignment, Candidate Fellows may be required to travel to countries outside of their home countries.
• Candidate Fellows will be assigned projects either on an individual or joint basis. Given the wide range of EIB’s projects in the ACP region, the Candidate Fellows can expect to work on some of the most interesting and challenging areas in private sector development. Project in the ongoing 2017-2018 cycle include, among others, mobile payment services, energy guarantee initiatives, microfinance, and solar technologies.

Application Procedure:

Candidate Fellows will be selected through a 3-stage process:

• Initial Screening: In this stage, applications will be judged on the following criteria:
  The relevance of academic training
  Professional experience
  Private sector experience
  Research experience
  Professional experience in evaluation and impact assessment
  Academic knowledge of evaluation and impact assessment
  Communication skills and career aspirations, as stated in the Statement of Purpose (SoP), that will be judged on
• Language
• Motivation
• How well the candidate explains the fit of the program to his/her background
• Location, i.e. match with project geographies.
• Written Assignment: Candidates who pass through the screening stage will be issued a written assignment designed to test their grasp over basic statistical and econometric concepts and their understanding of impact evaluation.
• Interview: Candidates will be ranked on the combined scores they receive in the previous two stages, and shortlisted candidates will be interviewed by Skype or over the telephone.
