Can transfer international students apply? If yes, how many credit hours are required? Also, is the TOEFL or IELTS exams necessary? Thank you.

This is a wonderful opportunity to international students. How I wish that such opportunity can be extended to post graduate students also. I am a master degree holder in Accounting and keenly interested in coming to America for my doctoral degree in University of Minnesota. Please, avail me the opportunity because of the problems we are facing in Nigeria. Educational standard is nothing to write home about here. No electricity supply,no drinkable water and the network facility is not available for us to enjoy.
Thanks for your anticipated consideration and quick response.
