International students seeking to study in Ontario, Canada, have a new opportunity at their end. The government of Ontario finally agreed to allocate funding for the graduate studies. The decision came after a series of lobbying and discussions with the government officials; universities across Ontario have been taking an active initiative
There is no change in the scholarship amount. However, with the beginning of the fall, there will be opening up of new graduate spots, fully funded by the Ontario government. The total number of spots available for the international students is 130.
This provision will allow the universities to attract more international students. It will also pave the way for recruiting and retaining the top faculty. There is a growing dissent among academia, especially professors regarding the international students. The laws of the land doesn’t allow the professors to always work with the international students, which is, for many, a serious lag and a bit of frustration. Because most of the time the universities are restricted by their capability to retain foreign students. The funding opportunities are always limited.
Speaking about the problem, MericGertler, President, University of Toronto, said, “We’ve been worried that frustration would cause them to look elsewhere, so this is for us a faculty retention and attraction strategy as well as a PhD student strategy.”
The tuition fees paid by international students for graduate programs are high, mostly double or more,compared to the domestic students. Even the universities in different provinces meet the tuition and living costs on their own. Some provinces are pitching for funding from abroad, either the full or part of the cost. One third of the international students arrive in Ontario for higher education. And it is necessary to retain those talents so that the province enjoys the fast mover advantage.
Among the students there is a positive sentiment waving. They are hopeful that this move will mark a new beginning. The much needed international perspective was required in their field of education and work. But the new provision allows equal footing for the domestic candidates. No domestic application will be rejected for the international applicants. It is reported that there are more number of international applicants in science, computer science and engineering stream. In certain areas, there are two third applicants alone from abroad.
According to Bonnie Patterson, President of the Council of Ontario Universities, there was a lack of flexibility which was absolutely a prime requirement. “There will be institutions that use a few of their spaces, but there will be others in certain fields where it’s hard to attract PhD students across the country. Now [Ontario universities] can look elsewhere. It’s a bit of a sustainability strategy for high-end talent,” he added.
Currently, Ontario is providing The Ontario Student Assistance Program (OSAP), which is a combination of grants and loans for the students. There is also a 30% Off Ontario Tuition grant that is provided to the undergraduate students opting for a public college, university or private postsecondary school in Ontario. Candidates who have already applied for OSAP, shall be automatically considered for the tuition grant.
